In 2008 Yulia Chekmareva was invitated by the Public Chamber's Commission on the development of philanthropy and improving of law of non-for-profit organisations, to join a working group which developed the concept of philanthropy and volunteerism in Russia. The concept was approved by the Russian government in July 2009
In March of 2010, Yulia Chekmareva joined the expert group formed along with the Working Group on the improvement of Russian legislation on NGOs (the Working Group was formed in accordance with the order No. 289-p of the President of the Russian Federation dated 08 May 2009).
Also, prior to July 2011, Yulia Chekmareva was the head of the project "Information and Advice Centre CAF «Points Of Growth" (ICC CAF), implemented with the support of the John D. and Catherine T. MacArthur Foundation, as well as of the project "The Best international legal experience to reform the Russian legislation on NGOs".
